Trading Outrageously Number of Youths (TONY) Tax

Summary

To minimize the number of teams intentionally tanking each season, the bottom 4 teams will forfeit draft picks. The proposal explains how these draft picks are distributed.

Proposal

Any team that ends up in the bottom 4 places (9th, 10th, 11th and 12th) at the end of league playoffs and has engaged in any draft pick trades in the same season will forfeit draft picks according to the below table and receive the worst draft pick available to whichever team is awarded the picks. If the taxed team does not have the draft pick available, the next best pick will be forfeited.

• 9th forfeits a 6th round pick
• 10th forfeits a 5th round pick
• 11th forfeits a 5th and a 6th round pick
• 12th forfeits a 4th and a 6th round pick

At the beginning of the season, any new ownership teams will each be rewarded at most 1 of the previously described picks if available. The awarded team will trade their worst pick available in return. If there are more new teams than available forfeited picks, the last person to choose an available team is the first to receive the best available pick. A new league member can choose to be last person to choose a team to guarentee the highest pick available while forfeiting their choice of team picks.

If there are forfeited picks available because of no new members or more forfeited picks than new members, the remaining 2 picks will be awarded to the highest and second highest league playoff teams of the consolation bracket who did NOT engage in any trades.

If there are still forfeited picks available, the next best pick will be allocated to the best season standings team that did NOT engage in trading.

If there are still forfeited picks available, the next best pick will be allocated to the team with the highest POINTS FOR that did NOT engage in trading.

If there are still forfeited picks available, the next best pick will be allocated to the team with the highest POINTS AGAINTS that did NOT engage in trading.

Any remaining picks will be left to the discretion of the League Commisioner in promoting league activities.

Forfeited picks of new league owners in the new year of ownership may be returned to the team owner at the discretion of the League Commisioner.
